“隨著全球經(jing)濟轉(zhuan)型升級和技術革命的不(bu)斷推進(jin),通(tong)用(yong)(yong)航(hang)(hang)空(kong)和無人(ren)機產業已經(jing)成為新興產業的熱(re)點之一,是(shi)(shi)推動航(hang)(hang)空(kong)強(qiang)國(guo)(guo)、制(zhi)造強(qiang)國(guo)(guo)、平安中(zhong)(zhong)國(guo)(guo)建設的重(zhong)要手(shou)段,也是(shi)(shi)我國(guo)(guo)未來經(jing)濟轉(zhuan)型升級的重(zhong)要領域。”中(zhong)(zhong)國(guo)(guo)交(jiao)通(tong)運輸協(xie)會(hui)副會(hui)長、通(tong)用(yong)(yong)航(hang)(hang)空(kong)與(yu)無人(ren)機發展(zhan)促進(jin)分會(hui)會(hui)長張春枝在近日舉行的2023中(zhong)(zhong)國(guo)(guo)國(guo)(guo)際通(tong)用(yong)(yong)航(hang)(hang)空(kong)與(yu)無人(ren)機發展(zhan)大(da)會(hui)上指出。

中國民用(yong)航(hang)空局(ju)(以(yi)下簡(jian)稱“民航(hang)局(ju)”)空中交通(tong)管理(li)局(ju)副(fu)總工程(cheng)師謝林巖在(zai)該會議(yi)上認為,通(tong)用(yong)航(hang)空和無(wu)人機產業已(yi)經(jing)成為世(shi)界各(ge)國競相發展的戰略性(xing)新興(xing)產業,是強國富民的重(zhong)要(yao)支撐(cheng)。

日前發布(bu)的(de)《通(tong)用航(hang)空產業發展白皮書(2022)》顯(xian)示,新興工業化國(guo)家成(cheng)為(wei)通(tong)用航(hang)空發展的(de)重要市(shi)場(chang),巴西、俄羅斯、印(yin)度(du)、中國(guo)和南非等金(jin)磚(zhuan)五國(guo)總共(gong)擁有通(tong)用飛機約4.5萬架(jia),占全(quan)球比重10%左右,未來市(shi)場(chang)發展空間大(da)。

我(wo)國發(fa)展(zhan)通(tong)用航(hang)空(kong)的熱(re)情空(kong)前高漲。據了解,2016年(nian)國務院發(fa)布(bu)《關于促(cu)進(jin)(jin)通(tong)用航(hang)空(kong)業發(fa)展(zhan)的指導意見》,可以視(shi)(shi)作通(tong)用航(hang)空(kong)發(fa)展(zhan)的重要轉折,全(quan)社會開始對通(tong)用航(hang)空(kong)發(fa)展(zhan)予以密切關注(zhu)。有關部委、地方政府積極開展(zhan)試點、推動(dong)示范(fan)工程、打造(zao)產業園區。此外,全(quan)國每年(nian)舉辦的通(tong)航(hang)大會、發(fa)展(zhan)論壇(tan)和(he)飛行表(biao)演達到(dao)10余場,航(hang)空(kong)科普活動(dong)逐漸(jian)進(jin)(jin)入(ru)公眾(zhong)視(shi)(shi)線(xian),社會資本也紛紛進(jin)(jin)入(ru)通(tong)用航(hang)空(kong)領域,通(tong)航(hang)產業正逐步(bu)成(cheng)為新(xin)的經濟增長(chang)點。

融合發展將開啟萬億市場

通(tong)用(yong)(yong)(yong)航(hang)空(kong)(kong)(kong)(kong)(kong)通(tong)常被認為是人(ren)類(lei)交通(tong)運輸(shu)的(de)“第四次革(ge)命”,旅(lv)游景點(dian)的(de)滑翔(xiang)傘,應(ying)急(ji)搶險的(de)直升機,農(nong)業(ye)灌溉、氣象(xiang)探測、海洋監測、遙感測繪(hui)用(yong)(yong)(yong)的(de)無人(ren)機等都屬于(yu)通(tong)用(yong)(yong)(yong)航(hang)空(kong)(kong)(kong)(kong)(kong)的(de)范疇(chou),由通(tong)用(yong)(yong)(yong)航(hang)空(kong)(kong)(kong)(kong)(kong)器研發制造(zao)、市場運營、綜合保(bao)障(zhang)、延(yan)伸(shen)服務構成的(de)通(tong)用(yong)(yong)(yong)航(hang)空(kong)(kong)(kong)(kong)(kong)產(chan)業(ye)是低(di)空(kong)(kong)(kong)(kong)(kong)經濟(ji)的(de)主體。行(xing)業(ye)報告預計,到(dao)2030年(nian),我(wo)(wo)國通(tong)用(yong)(yong)(yong)航(hang)空(kong)(kong)(kong)(kong)(kong)市場規模總和將(jiang)達到(dao)1.4萬(wan)億元左右(you),2020年(nian)到(dao)2030年(nian)市場規模增量(liang)將(jiang)達到(dao)1.2萬(wan)億元左右(you)。低(di)空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域有效(xiao)開發利用(yong)(yong)(yong)和低(di)空(kong)(kong)(kong)(kong)(kong)飛行(xing)服務保(bao)障(zhang)體系建設(she),是我(wo)(wo)國通(tong)用(yong)(yong)(yong)航(hang)空(kong)(kong)(kong)(kong)(kong)高質量(liang)發展的(de)根本保(bao)障(zhang)。

近年(nian)來,國家出臺了一(yi)系列進行低空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域管(guan)理(li)改革、促進通(tong)用(yong)航(hang)空(kong)(kong)(kong)(kong)(kong)業發(fa)展(zhan)(zhan)的(de)政(zheng)策(ce)法(fa)規(gui)和發(fa)展(zhan)(zhan)規(gui)劃(hua)(hua),為(wei)通(tong)用(yong)航(hang)空(kong)(kong)(kong)(kong)(kong)和無(wu)人機市(shi)場(chang)的(de)發(fa)展(zhan)(zhan)提(ti)供了重要(yao)的(de)政(zheng)策(ce)保障。2010年(nian),《關于(yu)深化(hua)(hua)我國低空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域管(guan)理(li)改革的(de)意(yi)見》的(de)發(fa)布,拉開了低空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域管(guan)理(li)改革的(de)序(xu)(xu)幕。《“十(shi)四五(wu)(wu)”現代綜合交通(tong)運(yun)輸體系發(fa)展(zhan)(zhan)規(gui)劃(hua)(hua)》提(ti)出,深化(hua)(hua)低空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域管(guan)理(li)改革,有序(xu)(xu)推進通(tong)用(yong)機場(chang)規(gui)劃(hua)(hua)建設。《“十(shi)四五(wu)(wu)”旅(lv)游業發(fa)展(zhan)(zhan)規(gui)劃(hua)(hua)》提(ti)出,完善低空(kong)(kong)(kong)(kong)(kong)旅(lv)游發(fa)展(zhan)(zhan)政(zheng)策(ce);《“十(shi)四五(wu)(wu)”航(hang)空(kong)(kong)(kong)(kong)(kong)物流(liu)發(fa)展(zhan)(zhan)專項規(gui)劃(hua)(hua)》提(ti)出,探(tan)索構(gou)建通(tong)用(yong)航(hang)空(kong)(kong)(kong)(kong)(kong)物流(liu)網絡;《關于(yu)鞏(gong)固回升(sheng)向好趨勢加力振作工業經濟的(de)通(tong)知》提(ti)出,促進通(tong)用(yong)航(hang)空(kong)(kong)(kong)(kong)(kong)及新能(neng)源(yuan)飛行器等(deng)產業創新發(fa)展(zhan)(zhan);《擴大內需(xu)戰(zhan)略(lve)規(gui)劃(hua)(hua)綱要(yao)(2022年(nian)~2035年(nian))》提(ti)出,釋放通(tong)用(yong)航(hang)空(kong)(kong)(kong)(kong)(kong)消費潛力,加快培育低空(kong)(kong)(kong)(kong)(kong)等(deng)旅(lv)游業態……

截(jie)至目前,低(di)(di)空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域(yu)(yu)管(guan)理(li)改革在3輪試點中逐(zhu)步深(shen)入,低(di)(di)空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域(yu)(yu)資源得到有(you)效釋放,極(ji)大地促(cu)進(jin)了(le)(le)通用航(hang)(hang)空(kong)(kong)(kong)(kong)(kong)的(de)發展(zhan)。“十四(si)(si)五”期間,低(di)(di)空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域(yu)(yu)管(guan)理(li)改革將逐(zhu)步在全國(guo)(guo)更大范圍(wei)展(zhan)開(kai)。廣(guang)西提出要積(ji)極(ji)對接中央空(kong)(kong)(kong)(kong)(kong)管(guan)委、民航(hang)(hang)局等(deng)國(guo)(guo)家部(bu)委,爭(zheng)取納入國(guo)(guo)家低(di)(di)空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域(yu)(yu)改革試點省。江(jiang)蘇、浙(zhe)江(jiang)、廣(guang)東(dong)、重(zhong)慶等(deng)省市都編制了(le)(le)“十四(si)(si)五”低(di)(di)空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域(yu)(yu)管(guan)理(li)改革和通航(hang)(hang)發展(zhan)規劃,強調要充分利用低(di)(di)空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域(yu)(yu)管(guan)理(li)改革契機,成立低(di)(di)空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域(yu)(yu)協同(tong)管(guan)理(li)機構,支(zhi)持有(you)條件的(de)地區(qu)和有(you)通航(hang)(hang)產業基礎的(de)地區(qu)開(kai)展(zhan)低(di)(di)空(kong)(kong)(kong)(kong)(kong)空(kong)(kong)(kong)(kong)(kong)域(yu)(yu)管(guan)理(li)改革先行先試。

在(zai)2023中國國際(ji)通(tong)用航(hang)空與無(wu)(wu)人(ren)機(ji)發展(zhan)(zhan)大(da)會(hui)上,業(ye)內(nei)人(ren)士認為(wei),在(zai)經濟(ji)轉(zhuan)型升級(ji)(ji)和(he)(he)(he)科(ke)技進步加持的(de)大(da)背景下,我國通(tong)用航(hang)空和(he)(he)(he)無(wu)(wu)人(ren)機(ji)產(chan)(chan)業(ye)正(zheng)呈(cheng)現出應(ying)用場(chang)景多(duo)元化(hua)、無(wu)(wu)人(ren)機(ji)產(chan)(chan)業(ye)井噴、技術創新(xin)(xin)引領(ling)和(he)(he)(he)數智(zhi)化(hua)轉(zhuan)型加速等(deng)四大(da)發展(zhan)(zhan)態勢,多(duo)行業(ye)交(jiao)叉融合的(de)發展(zhan)(zhan)模式可望開(kai)啟通(tong)用航(hang)空和(he)(he)(he)無(wu)(wu)人(ren)機(ji)產(chan)(chan)業(ye)萬億級(ji)(ji)新(xin)(xin)興市場(chang)。通(tong)用航(hang)空和(he)(he)(he)無(wu)(wu)人(ren)機(ji)產(chan)(chan)業(ye)逐漸涉足(zu)城市管理、公共安全(quan)等(deng)更多(duo)領(ling)域,預(yu)計5年內(nei)全(quan)球無(wu)(wu)人(ren)機(ji)市場(chang)規模將突破萬億元。物聯網、云計算、人(ren)工智(zhi)能等(deng)新(xin)(xin)技術使得(de)通(tong)用航(hang)空和(he)(he)(he)無(wu)(wu)人(ren)機(ji)產(chan)(chan)品在(zai)導航(hang)、精準定(ding)位(wei)、遙感成像等(deng)方面實現質的(de)飛躍。

前景廣闊引各地爭相進入

地方政(zheng)(zheng)府(fu)成為推動區域通(tong)用(yong)航(hang)空(kong)發展的(de)主(zhu)導力量。近年來,湖南、海(hai)南、江(jiang)西、安徽、黑龍江(jiang)、遼(liao)寧(ning)、江(jiang)蘇(su)、四川、廣東、河(he)(he)北、云南、河(he)(he)南、山西等地紛(fen)紛(fen)出臺(tai)一系列通(tong)用(yong)航(hang)空(kong)政(zheng)(zheng)策(ce)。北京航(hang)空(kong)航(hang)天(tian)大學通(tong)用(yong)航(hang)空(kong)產業(ye)研究(jiu)中心(xin)主(zhu)任高遠(yuan)洋認為,這些地方性支持政(zheng)(zheng)策(ce)無論是(shi)以政(zheng)(zheng)策(ce)意見(jian)、支持措施、行動計劃還是(shi)以民(min)航(hang)發展規劃、綜(zong)合立體交通(tong)規劃、通(tong)用(yong)航(hang)空(kong)專項規劃等形式發布,都很有高度且不(bu)失務(wu)實性、具體性,有很強的(de)指導作用(yong),體現出地方政(zheng)(zheng)府(fu)發展通(tong)用(yong)航(hang)空(kong)的(de)自(zi)覺意識,也說明政(zheng)(zheng)府(fu)通(tong)用(yong)航(hang)空(kong)領導團(tuan)隊越來越專業(ye)。

據了(le)解,作為全(quan)國(guo)首(shou)個全(quan)域低空(kong)空(kong)域管理(li)改(gai)革試點省(sheng)份,湖(hu)南構(gou)建(jian)了(le)全(quan)域低空(kong)空(kong)域協同運行管理(li)的(de)技(ji)術和制度保障體系,催生出12項全(quan)國(guo)第一的(de)改(gai)革成果。截至2022年(nian)底,湖(hu)南省(sheng)已注冊經營性通航(hang)公司28家,2022年(nian)實現通航(hang)飛行時間2.98萬小時,通航(hang)產(chan)業實現年(nian)營收510億元。

安徽蕪(wu)湖已(yi)形成(cheng)涵(han)蓋(gai)航空新材料、通航整機(ji)、衛星、無(wu)人(ren)機(ji)等(deng)特色(se)鮮明、自(zi)主可控(kong)的(de)產(chan)業鏈,核心項目(mu)近(jin)200個。截至2022年上半年,蕪(wu)湖市低空經(jing)濟產(chan)業實現產(chan)值141.7億(yi)元、增速(su)20.5%。

江西(xi)省(sheng)首(shou)家低(di)空(kong)數(shu)字(zi)經(jing)濟(ji)應用技術研(yan)究院(yuan)近日成立,該研(yan)究院(yuan)致力(li)以政產(chan)學研(yan)相(xiang)結合的模式構建(jian)業內一流的科研(yan)創新平臺,圍繞江西(xi)省(sheng)《支持低(di)空(kong)經(jing)濟(ji)發展的若干措施》,深入(ru)探(tan)索低(di)空(kong)空(kong)域管(guan)理改革,發掘低(di)空(kong)空(kong)域市場(chang)價值,促進(jin)低(di)空(kong)經(jing)濟(ji)發展。

海南省三亞(ya)(ya)市司法局日前發(fa)(fa)布(bu)關于公開(kai)征(zheng)求(qiu)《三亞(ya)(ya)市促進(jin)低空(kong)旅游(you)(you)發(fa)(fa)展(zhan)暫行辦法(草(cao)案征(zheng)求(qiu)意見稿)》意見的公告(gao)顯示,三亞(ya)(ya)市政府將領導全市低空(kong)旅游(you)(you)發(fa)(fa)展(zhan)工作(zuo),將低空(kong)旅游(you)(you)發(fa)(fa)展(zhan)納(na)入國民經濟和(he)社會(hui)發(fa)(fa)展(zhan)規劃,支持低空(kong)旅游(you)(you)創新發(fa)(fa)展(zhan),推動低空(kong)旅游(you)(you)產(chan)(chan)業(ye)與酒(jiu)店(dian)民宿、會(hui)議(yi)展(zhan)覽、節慶(qing)賽(sai)事等其他產(chan)(chan)業(ye)融合發(fa)(fa)展(zhan)。

新定位力促展現新作為

雖然(ran)發(fa)展勢頭正好(hao),但(dan)我國(guo)通(tong)(tong)(tong)航(hang)(hang)產(chan)(chan)(chan)業(ye)(ye)(ye)卻落后于發(fa)達國(guo)家。據(ju)了解,全球航(hang)(hang)空(kong)(kong)產(chan)(chan)(chan)業(ye)(ye)(ye)鏈完整的(de)國(guo)家,通(tong)(tong)(tong)航(hang)(hang)規模(mo)會占到航(hang)(hang)空(kong)(kong)業(ye)(ye)(ye)整體(ti)的(de)10%~15%,通(tong)(tong)(tong)航(hang)(hang)飛(fei)(fei)(fei)行總(zong)(zong)(zong)量(liang)(liang)占到民航(hang)(hang)飛(fei)(fei)(fei)行總(zong)(zong)(zong)量(liang)(liang)的(de)50%以上(shang)。截至2022年上(shang)半年,我國(guo)通(tong)(tong)(tong)航(hang)(hang)飛(fei)(fei)(fei)行總(zong)(zong)(zong)量(liang)(liang)不(bu)(bu)到運輸(shu)飛(fei)(fei)(fei)行總(zong)(zong)(zong)量(liang)(liang)的(de)20%。業(ye)(ye)(ye)內人(ren)士認為(wei),我國(guo)的(de)飛(fei)(fei)(fei)行員數量(liang)(liang)、飛(fei)(fei)(fei)機(ji)(ji)起降(jiang)場地(di)數量(liang)(liang)(包(bao)括(kuo)運輸(shu)機(ji)(ji)場,通(tong)(tong)(tong)航(hang)(hang)機(ji)(ji)場,草地(di)跑道(dao),直升(sheng)機(ji)(ji)起降(jiang)點等(deng)(deng))、通(tong)(tong)(tong)用航(hang)(hang)空(kong)(kong)年飛(fei)(fei)(fei)行小時數、通(tong)(tong)(tong)用航(hang)(hang)空(kong)(kong)器數量(liang)(liang)都不(bu)(bu)如通(tong)(tong)(tong)航(hang)(hang)產(chan)(chan)(chan)業(ye)(ye)(ye)發(fa)達的(de)國(guo)家。我國(guo)通(tong)(tong)(tong)航(hang)(hang)產(chan)(chan)(chan)業(ye)(ye)(ye)還存(cun)在產(chan)(chan)(chan)業(ye)(ye)(ye)鏈條較短(duan)、高(gao)新(xin)技術(shu)支(zhi)撐(cheng)能力不(bu)(bu)足(zu)(zu)、開(kai)放合作程度不(bu)(bu)高(gao)等(deng)(deng)問題,必須(xu)從基礎環節入(ru)手,立足(zu)(zu)補短(duan)板、固長板,實行系統創新(xin),加快實現(xian)低空(kong)(kong)經(jing)濟高(gao)質(zhi)量(liang)(liang)發(fa)展。

據悉,“十(shi)三(san)五”以來(lai),民(min)航(hang)局提(ti)出(chu)“一二(er)三(san)三(san)四(si)(si)”總體工作(zuo)思(si)路(lu),通(tong)用(yong)(yong)航(hang)空(kong)與(yu)運輸(shu)航(hang)空(kong)“兩翼(yi)齊飛(fei)(fei)”,明確“放(fang)管結合、以放(fang)為主、分(fen)類管理”監管思(si)路(lu),推動通(tong)用(yong)(yong)航(hang)空(kong)“飛(fei)(fei)起(qi)(qi)來(lai)、熱起(qi)(qi)來(lai)”。“十(shi)四(si)(si)五”時期,通(tong)用(yong)(yong)航(hang)空(kong)被賦予新(xin)定位(wei)和新(xin)作(zuo)為。據民(min)航(hang)局相關負責人介紹(shao),“十(shi)四(si)(si)五”時期,我國通(tong)用(yong)(yong)航(hang)空(kong)發(fa)展將調整為新(xin)的“一二(er)三(san)三(san)四(si)(si)”總體工作(zuo)思(si)路(lu),以守牢安(an)全底線,堅持“定支(zhi)點(dian)、找定位(wei)、明方位(wei)、顯作(zuo)為”的總原則,大力發(fa)展公(gong)益(yi)服務,積(ji)極鼓勵新(xin)興消費,穩(wen)步推進短途運輸(shu),深化拓展無人機應(ying)用(yong)(yong),鞏(gong)固優(you)化傳(chuan)統作(zuo)業,提(ti)升資源保障能力,優(you)化行業治(zhi)理,促進國產航(hang)空(kong)器及裝備制造創新(xin)應(ying)用(yong)(yong)。

民航(hang)局(ju)此前發布(bu)《“十四五”通用航(hang)空(kong)(kong)(kong)發展專項規(gui)劃》在展望(wang)2035年時提(ti)出,我國通用航(hang)空(kong)(kong)(kong)市場(chang)充(chong)滿活力(li)(li)(li),基礎(chu)保障(zhang)體系健全(quan)(quan)完善,全(quan)(quan)體系產業(ye)鏈(lian)自主(zhu)創新能(neng)(neng)力(li)(li)(li)顯(xian)著增強(qiang),無人(ren)(ren)機(ji)(ji)產業(ye)生態圈基本(ben)建(jian)成(cheng)(cheng),戰(zhan)略性新興(xing)產業(ye)作用日益突出,成(cheng)(cheng)為民航(hang)行(xing)(xing)業(ye)服務構(gou)建(jian)新發展格局(ju)的新動能(neng)(neng)。“十四五”期間,安全(quan)(quan)水平達到(dao)新平衡;發展規(gui)模(mo)實(shi)現新躍升(sheng),通用航(hang)空(kong)(kong)(kong)(含無人(ren)(ren)機(ji)(ji))企業(ye)、飛(fei)行(xing)(xing)總量、航(hang)空(kong)(kong)(kong)器(qi)、執照等數量顯(xian)著增加;保障(zhang)能(neng)(neng)力(li)(li)(li)取(qu)得(de)(de)新突破,力(li)(li)(li)爭低空(kong)(kong)(kong)空(kong)(kong)(kong)域改革取(qu)得(de)(de)實(shi)質性進展,推動低空(kong)(kong)(kong)空(kong)(kong)(kong)域分(fen)類劃設,航(hang)路航(hang)線大(da)幅拓(tuo)展,在冊通用機(ji)(ji)場(chang)布(bu)局(ju)合理;行(xing)(xing)業(ye)治理開創新局(ju)面(mian),實(shi)現分(fen)類精準監管(guan),監管(guan)資源聚焦高效協同;服務質量達到(dao)新水平,公益服務廣泛覆蓋,新興(xing)消(xiao)費(fei)蓬勃發展,短(duan)途(tu)運(yun)(yun)輸(shu)網絡內(nei)聯外拓(tuo),無人(ren)(ren)機(ji)(ji)應用加快(kuai)拓(tuo)展,傳統(tong)工(gong)農業(ye)作業(ye)質量提(ti)升(sheng)。《規(gui)劃》提(ti)出,推動建(jian)立民航(hang)、軍隊、地方政府對低空(kong)(kong)(kong)空(kong)(kong)(kong)域運(yun)(yun)行(xing)(xing)、空(kong)(kong)(kong)防、公共安全(quan)(quan)各負其(qi)責的分(fen)工(gong)管(guan)理模(mo)式。總結推廣四川、海南(nan)(nan)(nan)、湖南(nan)(nan)(nan)、江西(xi)、安徽等地低空(kong)(kong)(kong)空(kong)(kong)(kong)域管(guan)理改革試點經驗,按需加密低空(kong)(kong)(kong)航(hang)線,擴(kuo)大(da)低空(kong)(kong)(kong)報告空(kong)(kong)(kong)域范圍。探索在華東、中南(nan)(nan)(nan)等通用航(hang)空(kong)(kong)(kong)產業(ye)基礎(chu)好、發展潛力(li)(li)(li)大(da)的地區劃設跨省(sheng)低空(kong)(kong)(kong)飛(fei)行(xing)(xing)航(hang)線,實(shi)現短(duan)途(tu)運(yun)(yun)輸(shu)、通用航(hang)空(kong)(kong)(kong)器(qi)跨區交付與(yu)轉場(chang)飛(fei)行(xing)(xing)等常態化。
